유엔해양법협약 제21조(무해통항에 관한 연안국의 법령)

1. 연안국은 이 협약의 규정과 그 밖의 국제법규칙에 따라 다음 각호의 전부 또는 일부에 대하여 영해에서의 무해통항에 관한 법령을 제정할 수 있다.
(a) 항행의 안전과 해상교통의 규제
(b) 항행보조수단과 설비 및 그 밖의 설비나 시설의 보호
(c) 해저전선과 관선의 보호
(d) 해양생물자원의 보존
(e) 연안국의 어업법령 위반방지
(f) 연안국의 환경보전과 연안국 환경오염의 방지, 경감 및 통제
(g) 해양과학조사와 수로측량
(h) 연안국의 관세·재정·출입국관리 또는 위생에 관한 법령의 위반방지
2. 이러한 법령이 일반적으로 수락된 국제규칙이나 기준을 시행하는 것이 아닌 한 외국선박의 설계, 구조, 인원배치 또는 장비에 대하여 적용하지 아니한다.
3. 연안국은 이러한 모든 법령을 적절히 공표하여야 한다.
4. 외국선박이 영해에서 무해통항권을 행사하는 경우, 이러한 모든 법령과 해상충돌방지에 관하여 일반적으로 수락된 모든 국제규칙을 준수하여야 한다.

1. The coastal State may adopt laws and regulations, in conformity with the provisions of this Convention and other rules of international law, relating to innocent passage through the territorial sea, in respect of all or any of the following:

(a) the safety of navigation and the regulation of maritime traffic;

(b) the protection of navigational aids and facilities and other facilities or installations;

(c) the protection of cables and pipelines;

(d) the conservation of the living resources of the sea;

(e) the prevention of infringement of the fisheries laws and regulations of the coastal State;

(f) the preservation of the environment of the coastal State and the prevention, reduction and control of pollution thereof;

(g) marine scientific research and hydrographic surveys;

(h) the prevention of infringement of the customs, fiscal, immigration or sanitary laws and regulations of the coastal State.

2. Such laws and regulations shall not apply to the design, construction, manning or equipment of foreign ships unless they are giving effect to generally accepted international rules or standards.

3. The coastal State shall give due publicity to all such laws and regulations.

4. Foreign ships exercising the right of innocent passage through the territorial sea shall comply with all such laws and regulations and all generally accepted international regulations relating to the prevention of collisions at sea.
