유엔해양법협약 제197조(지구적·지역적 차원의 협력)

각국은 지구적 차원에서 그리고 적절한 경우 지역적 차원에서 특수한 지역특성을 고려하여 직접 또는 권한있는 국제기구를 통하여 해양환경을 보호하고 보존하기 위하여 이 협약과 합치하는 국제규칙, 기준, 권고관행 및 절차의 수립 및 발전에 협력한다.

States shall cooperate on a global basis and, as appropriate, on a regional basis, directly or through competent international organizations, in formulating and elaborating international rules, standards and recommended practices and procedures consistent with this Convention, for the protection and preservation of the marine environment, taking into account characteristic regional features.
