유엔해양법협약 제193조(천연자원의 개발에 관한 국가의 주권적 권리)

각국은 자국의 환경정책과 해양환경을 보호하고 보전할 의무에 따라 자국의 천연자원을 개발할 주권적 권리를 가진다.

States have the sovereign right to exploit their natural resources pursuant to their environmental policies and in accordance with their duty to protect and preserve the marine environment.
