유엔해양법협약 제31조(군함이나 그 밖의 비상업용 정부선박에 의한 손해에 대한 기국의 책임)
이 조문은 유엔해양법협약(UNCLOS) 제2부 영해와 접속수역에 속합니다. 대한민국은 1996년 1월 29일 UNCLOS를 비준했습니다.
기국은 군함이나 그 밖의 비상업용 정부선박이 영해통항에 관한 연안국의 법령 또는 이 협약이나 그 밖의 국제법규칙을 준수하지 아니함으로써 연안국에게 입힌 어떠한 손실이나 손해에 대하여도 국제책임을 진다.

The flag State shall bear international responsibility for any loss or damage to the coastal State resulting from the non-compliance by a warship or other government ship operated for non-commercial purposes with the laws and regulations of the coastal State concerning passage through the territorial sea or with the provisions of this Convention or other rules of international law.
